Phase 1 — Encoding

Translate all ten amendment clauses into audited Solidity Governor contracts. Deploy immutable hard-covenant constraints that no admin key can override.

Phase 2 — Regulatory Mapping

Build the Regulatory Mapping Interface as an off-chain oracle that reads applicable jurisdiction rules and surfaces conflicts to governance before any vote executes.

Phase 3 — Auto-Execution

Wire passed governance votes to smart contract timelock. Passed amendments auto-execute after a 72-hour delay with on-chain veto window for constitutional review.
